Abstract
This thesis examines child welfare problems, how our country address these issues, what services they provide, and the impact on the children and family based on the decisions of the child welfare agency. More specifically, the thesis looks at non-compliance, and studies how prevalent these issues are, if there is a distinguishable pattern between these problems, and lastly, what characteristics are shared between them.
